Schedule 6 – Knowledge Partnership Guidelines

 

This Schedule outlines the guidelines for entities wishing to engage in knowledge partnerships with the Indian Society of Artificial Intelligence and Law (ISAIL.IN). These guidelines are designed to facilitate collaboration, knowledge sharing, and capacity building while ensuring alignment with ISAIL.IN's objectives and ethical standards.

 

   (1)         Partnership Framework:

(a)  Identification of Partners: Potential partners include academic or R&D institutions, companies, research labs, industry associations, non-profits, and governmental organisations that align with ISAIL.IN's mission.

(b)  Documentation: Maintain records of partnership activities, including contributions and outcomes from all parties involved.

(c)  Reporting: Develop a reporting framework to assess the effectiveness of partnerships and share insights with stakeholders on a discretionary basis.

 

  (2)         Scope of Knowledge Partnerships

(a)  Facilitator of Collaborative Forums:

(i)   ISAIL.IN may organize workshops, roundtables, or committee sessions where members and external experts can present and discuss their research findings or technical demonstrations.

(ii)  ISAIL.IN’s role is to host and moderate sessions, ensuring balanced representation and compliance with Charter guidelines.

(b)  Aggregator and Curator of Knowledge

(i)    ISAIL.IN may maintain a central repository of non-confidential technical documentation received from researchers and stakeholders under the AiStandard.io Initiative, as may be required.

(ii)   ISAIL.IN ensures proper accreditation and adherence to IP and confidentiality rules but does not itself conduct any primary research.

(c)  Neutral Conduit for Stakeholder Insights

(i)    By bringing together researchers, startups, social enterprises, etc., ISAIL.IN acts as a neutral conduit, collating perspectives on regulatory, commercial, technical, and ethical imperatives for AI.

(ii)   ISAIL.IN can synthesize overarching themes or policy points in publicly available “Outcome Documents”.

(d)  Facilitation of Good-Faith Discussions

(i)    ISAIL.IN creates opportunities for candid, good-faith discussions to help members refine their own research questions and share solutions (technical or policy).

(e)  Capacity Building Initiatives:

(i)    ISAIL.IN may conduct training symposiums designed to enhance participants' skills in AI technologies, policy, industry practices, and legal frameworks. These symposiums will provide a platform for third-party vendors to offer specialized training programs tailored to address current challenges and opportunities within the AI landscape. The training programs may cover a range of topics, including but not limited to:

                                                         (1)         AI Policy Development: Understanding the regulatory landscape and developing effective AI policies.

                                                         (2)         Industry Applications: Exploring practical applications of AI across various sectors, including healthcare, finance, and transportation.

                                                         (3)         Legal Frameworks: Navigating the legal implications of AI deployment, including adjudicatory issues, intellectual property rights, data privacy, and compliance with existing laws.

(ii)   Participants will have the opportunity to engage in hands-on workshops, case studies, and expert-led discussions. The outcomes of these symposiums will be documented to assess their impact on participants' knowledge and skills.

(f)   Awareness Initiatives

(i)    In alignment with the Bharat Pacific AI Principles, ISAIL.IN may support initiatives aimed at promoting awareness of ethical AI practices within communities. Activities may include:

                                                         (1)         Community Workshops: Hosting workshops that encourage dialogue about ethical considerations in AI deployment without explicitly stating any costs associated with participation.

                                                         (2)         Public Awareness Campaigns: Developing campaigns that highlight the importance of ethical AI practices while ensuring accessibility for diverse audiences.

                                                         (3)         Collaborative Events: Partnering with local organisations to facilitate discussions on ethical AI, fostering community engagement and understanding.

(ii)   Through these initiatives, ISAIL.IN aims to raise awareness about the significance of ethical considerations in AI development and usage while adhering to The Bharat Pacific AI Principles.

(g)  Periodic “Knowledge Summits”

(i)    ISAIL.IN can organize Summits or Roundtables where organisations may present AI findings or pilot projects with a view to shaping regulatory or ethical discourse.

(ii)   Summaries and non-technical briefs can be disseminated to members, sustaining a knowledge exchange culture.

 

  (3)         Structures and Processes

(a)  Establishing “Knowledge Partner” Agreements

(i)    ISAIL.IN may enter into MoUs or collaboration frameworks with organisations that commit to sharing research materials and expertise while respecting each party’s confidentiality boundaries.

(b)  Use of Existing Alliance Committees

(i)    Knowledge partnerships can be channelled through technical committees such as the Policy Innovation Committee, AI Development Committee, or Representation Committees (e.g., ECC, RLCC, TAC).

(ii)   ISAIL.IN liaises with relevant committees, organizes meeting agendas (per Article 8), and documents findings (per Article 9).

(c)  Documenting and Disseminating Outputs

(i)    As per Schedule 2, ISAIL.IN can circulate outcome documents summarising discussions, best practices, or policy considerations.

(ii)   These official documents do not represent ISAIL.IN’s original research view or legal / policy position but rather an aggregated view of stakeholder inputs.

 

  (4)         Intellectual Property and Confidentiality

(a)  Respect for IP Rights

(i)    ISAIL.IN’s knowledge partnership framework must clarify the status of ownership of any research or innovative output.

(ii)   ISAIL.IN merely hosts and distributes permissible summaries or references with due attribution, as may be necessary or required.

(b)  Clear Confidentiality Boundaries

(i)    Confidential or sensitive data used in research is not to be shared publicly by ISAIL.IN. Such materials are exchanged under NDAs or limited access protocols.

(ii)   ISAIL.IN’s involvement is restricted to signing or facilitating co-sign agreements, providing disclaimers, and ensuring compliance with the Charter’s anti-corruption and confidentiality obligations.

  (5)         Compliance and Monitoring

(a)  Annual Review of Partnerships

(i)    Each year, the Governing Body or the Secretariat reviews the effectiveness and alignment of knowledge-partnership activities with the Alliance’s objectives, as specified in the Charter.

(ii)   Partnerships found misaligned or breaching guidelines may be subjected to revision or cessation.

(b)  Reporting Obligations

(i)    ISAIL.IN regularly updates the Alliance on the status of knowledge-partner collaborations through written briefs.

(ii)   Incubators, research entities, and other knowledge partners provide periodic progress reports in line with the Charter’s documentation requirements.

(c)  Anti-Bribery and Conflict of Interest Compliance

(i)    All knowledge-partner interactions must respect Article 31.

(ii)   Potential conflicts of interest are disclosed, ensuring no undue influence on the neutrality of ISAIL.IN’s knowledge facilitation role.

(d)  Branding, Outreach, and Public Communication

(i)    Use of ISAIL.IN Branding

 (1)  Any mention of ISAIL.IN as a knowledge partner must follow Article 25, requiring pre-approval for co-branded materials and correct use of ISAIL.IN logos.

 (2) Partners may cite ISAIL.IN’s role as a facilitator or aggregator, ensuring disclaimers clarify that ISAIL.IN does not produce the research itself.

(ii)   Public Statements and Dissemination

(1) Partners referencing ISAIL.IN’s knowledge-partner role in press releases, media engagements, or public statements must adhere to Articles 29–30.

(2)  ISAIL.IN-appointed spokespersons coordinate any official remarks on joint knowledge outputs or events.
