Article 30 | Guidelines for Public Statements and Media Engagement

 

(1) Principle of Open Discourse and Individual Capacity: Alliance Members, convenors, and community contributors maintain full freedom to publicly discuss their independent technical work, academic research, open-source code contributions, and personal opinions regarding artificial intelligence policy. When doing so, individuals and entities must clarify that they are speaking in their personal or organizational capacity and not as authorized representatives of OpenBharat.net or the Indian Society of Artificial Intelligence and Law (ISAIL).

(2) Institutional Representation and Official Spokespersons:

  • No Alliance Member, working group participant, or partner incubator has the inherent authority to make official statements, issue policy proclamations, or commit organizational positions on behalf of OpenBharat.net or ISAIL.

  • Official institutional positions, press communiqués, and formal media commentary on behalf of OpenBharat.net shall be delivered exclusively by the Co-Founders, designated members of the OpenBharat.net Governing Council (OBGC), or authorized representatives of the ISAIL Secretariat.

(3) Reference to Working Group Deliverables: Members referencing active OpenBharat.net Working Group (OWG) tracks or draft specifications in press releases, blog posts, or interviews shall accurately state the current maturity level of the asset (such as early draft, review sprint, or ratified standard under Article 9) and avoid premature or misleading claims of compliance certification.

(4) Coordinated Institutional Announcements: Where an Alliance Member, Knowledge Partner, or partner incubator intends to issue an official press release or coordinated public announcement specifically concerning their formal partnership, joint compute testbed, or bilateral accord with OpenBharat.net, the draft text must be shared with the Secretariat at least five (5) business days prior to release for factual verification.

(5) Crisis and Incident Communications: In the event of critical system security disclosures, ethical breaches, or institutional legal disputes, individual members and working group participants shall refrain from issuing speculative public commentary purporting to represent OpenBharat.net, deferring all formal press inquiries directly to the ISAIL Secretariat.
