Schedule 4 – Competition Law Guidelines

Deliberations across OpenBharat.net working groups, code repositories, and sprints shall strictly serve vendor-neutral technical advancement under the Competition Act, 2002. Participants shall never discuss or exchange competitively sensitive commercial data, including compute hosting rates, private commercial pricing, commercial margin targets, or customer agreements. Discussions are strictly limited to code architectures, benchmark design, algorithmic evaluation, and public model safety interfaces.

OpenBharat.net standards, harness tests, and reference implementations shall remain open, reproducible, and vendor-agnostic. No working group sprint or convenor decision may be used to coordinate boycotts, block rival open-weight architectures, or create artificial technical barriers that favor proprietary platforms. If any session turns into commercial coordination or anti-competitive maneuvering, the presiding Convenor or Secretariat shall immediately terminate the discussion and log the incident.
