Article 4 | Objectives of OpenBharat.net

The institutional objectives of OpenBharat.net are established as follows:

1. Advancement of Sovereign AI Ecosystems: To cultivate, standardise, and sustain an autonomous domestic AI ecosystem by mobilizing structured private, academic, and industrial participation. To do that, the Charter and the OBGC recognise sovereign technological self-reliance as an integrated structural challenge rather than a discrete model development objective.

2. Promotion of High-Substance Research and Alternative Architectures: To direct scholarly, technical, and engineering resources toward substantive foundational research. This includes specifically prioritising open-weight architectures, world models, and neurosymbolic systems while insulating domestic capacity from short-term market hype and uncritical paradigm adoption.

3. Decentralized Infrastructure and Compute Accessibility: To facilitate collaborative public-private frameworks, alternative computational architectures, and domestic hardware resource-pooling to ensure resilient, cost-effective compute access for builders, research bodies, and enterprises.

4. Targeted Regional Implementation and Diffusion Testbeds: To operationalise empirical policy roadmaps and diffusion frameworks through discrete, high-impact regional testbeds across designated industrial and geographic corridors prior to scaled deployment.

5. Formulation of Autonomous Technical Benchmarks: To establish open technical standards, interoperability protocols, and auditability metrics that navigate between mere application-layer wrapper integration and compute-maximalist dependencies, ensuring domestic viability and statutory compliance.

   
   

6. Cross-Border Standard Harmonisation: To advance, curate, and represent sovereign technological, legal, and ethical standards across India, the Indo-Pacific, and the Global South in accordance with the Bharat Pacific Principles of AI Standardisation and the ISAIL AI Principles.
