Article 22 | Decision-Making and Voting Procedure

(1) Consensus-Driven Deliberations: Deliberations within OpenBharat.net Working Groups (OWGs) and general assemblies shall operate primarily on technical consensus, pragmatic developer feedback, and open repository review. Convenors and working track leads shall endeavor to reconcile differing technical viewpoints through iterative drafting, benchmark verification, and transparent issue triage.

(2) Discretionary Resolution and Institutional Deferral: In the absence of unanimity on candidate specifications or track deliverables, the presiding Convenors, in consultation with the OpenBharat.net Governing Council (OBGC), may resolve procedural impasses or adopt prevailing technical determinations. Formal voting rules and weighted procedural ballots for accredited Alliance Members (Technical) remain deferred until the admission and ratification of the first institutional cohort under Article 14(1), during which interim period apex governance and final approvals remain vested in the OBGC.
