Article 21 | Rights of Alliance Members

(1) Event and Assembly Participation: All Alliance Members, across both Contributor and Technical tiers, shall have the right to participate in the general meetings, assemblies, technical symposiums, hackathons, and conferences organized by OpenBharat.net, subject to the operational procedures established by the OpenBharat.net Governing Council (OBGC).

(2) Repository and Publication Access: Alliance Members shall have the right to access technical documentation, empirical datasets, reference architectures, open specifications, and policy publications released under the OpenBharat.net initiative, subject to the access tiers and classification protocols set out in Article 9.

(3) Working Group Integration: Alliance Members have the right to join, contribute to, and participate in active OpenBharat.net Working Groups (OWGs) under Article 5, in accordance with their admitted domain tracks and technical commitments.

(4) Governance Standing and Deliberative Rights:

• Alliance Members (Contributor): Shall have the right to participate in open consensus deliberations, technical review sprints, and repository issue resolution within their designated OWGs.

• Alliance Members (Technical): In addition to all contributor-level rights, shall have the right to nominate their institutional technical representative to serve as a full-time Executive Member on the OBGC, holding review status and deliberative rights equivalent to that of a Technical Convenor or Policy Convenor pursuant to Article 14(1) and Article 20(2).

(5) Capacity Building and Ecosystem Enablement: Alliance Members shall have the right to access technical mentorship, sandbox testbeds, compute allocation channels where available, and training initiatives facilitated by the OBGC and the ISAIL Secretariat.

(6) Collaborative Innovation: Alliance Members shall have the right to propose, co-sponsor, and participate in multilateral research tracks, open-source tool development, and sovereign deployment sandboxes with fellow members and institutional partners.

(7) Recourse to Dispute Resolution: Alliance Members shall have the right to invoke the administrative conciliation and dispute resolution procedures established under this Charter and Article 2(3) of the ISAIL Charter to resolve disputes arising from institutional membership or working group participation.

(8) Intellectual Property Safeguards: Alliance Members retain the right to preserve their pre-existing background intellectual property in accordance with Article 6 of this Charter and Article 6a of the ISAIL Charter, subject to the transparent licensing commitments executed under applicable Contributor License Agreements (CLAs).

(9) Voluntary Withdrawal and Exit Protocols: An Alliance Member may terminate its membership and withdraw from OpenBharat.net by submitting a formal written notice to the Secretariat and the OBGC, subject to the following administrative procedures:

• Formal Notice: The Member must transmit its written termination request through official electronic communications channels designated by the Secretariat.

• Acknowledgment and Review Period: The Secretariat shall acknowledge receipt of the termination request within twelve (12) business days. The acknowledgment shall:

  • Formally log the withdrawal notice;

  • Review any pending obligations owed by the requesting entity under this Charter; and

  • Issue a statement of outstanding obligations, including any unpaid institutional fee dues under Article 14(2), unfulfilled sprint deliverables committed under active OWGs, or unresolved reporting filings.

• Automatic Termination: If the Secretariat fails to acknowledge the termination request within twelve (12) business days of confirmed receipt, and provided that the Member holds no unresolved dues or obligations, membership shall terminate automatically on the thirteenth (13th) business day following the initial notice submission.

• Deferred Termination Election: The Member may elect, by written communication to the Secretariat, to postpone immediate termination and allow its membership privileges to conclude naturally upon the final date of its current two-year term.

• Impending Expiration Exception: No voluntary termination request shall be processed if the Member's current two-year membership term is scheduled to expire due to non-renewal within ten (10) business days from the date of submission. In such cases, the natural expiration of the term shall govern, rendering the early termination notice moot.
