Chapter 1 – Objectives and Scope

Article 1 | Scope of Application

  1. This Charter governs all matters related to the OpenBharat.net Charter (OBnC), formerly established and recognized as the AiStandard.io Alliance (also previously known as the AI Standardisation Alliance), unless otherwise specified by any other bylaws of the Indian Society of Artificial Intelligence and Law (ISAIL.IN).


  1. Primarily, this charter governs the institutional structure, operations, standardization frameworks, Working Groups, and stakeholder engagements of OpenBharat.net and the OpenBharat.net Governing Council (OBGC) (a constituent body of the Indian Society of Artificial Intelligence and Law (ISAIL.IN) on all matters of India-specific interest.


  1. This Charter operates concurrently with, and subject to the superior constitutional authority of, the Charter of the Indian Society of Artificial Intelligence and Law (ISAIL Charter). In the event of an irreconcilable conflict between the operational terms of this Charter and the overarching governance provisions of the ISAIL Charter, the ISAIL Charter shall prevail.


  1. The Secretariat of the Indian Society of Artificial Intelligence and Law (ISAIL), acting in consultation with or upon recommendation of the OpenBharat.net Governing Council (OBGC), shall have the exclusive administrative authority to issue formal notifications regarding the applicability, operationalisation, suspension, or modification of this Charter, in whole or in part.


  1. The Secretariat reserves the right to phase, defer, or adapt specific schedules, working tracks, and standardization initiatives under this Charter to align with evolving national technological policies, statutory enactments, judicial pronouncements, and the strategic objectives of sovereign AI self-reliance.

Our mission as an independent, not-for-profit industry forum for the analytics & AI industry in India is to promote responsible development of artificial intelligence and its standardisation in India.

Enforcing AI standards in the Indian and Indo-Pacific markets is hard. This is why, the AiStandard.io Alliance, administered by ISAIL.IN, intends to establish an allies of AI entities in India, Asia and the Global South, to develop market-friendly AI standards, with sector-specific, and sector-neutral contexts.
